ANSWER
Analysis of a Pertinent Healthcare Issue
1. Introduction
The purpose of the paper is to analyze a pertinent healthcare issue that is present within the United States national healthcare system. The paper covers the overview of the national healthcare issue, which is emergency department overcrowding, and explains how this issue can impact the current organization. As stated by Venkataraman and Stellitano, emergency department overcrowding is a serious issue that affects the many individuals that utilize the emergency department on a daily basis. This stressor cannot simply be defined as the ratio of registered patients to the number of available beds within the emergency department; emergency department overcrowding is a complex issue that can also be related to staffing shortages and walk away rates. In this analysis, emergency department overcrowding is discussed in relation to the impact it may have on the Hartford Hospital which is situated in Hartford, Connecticut. The structure of the paper is clearly outlined above in the essay and what type of patient it mainly serves is introduced as well as its geographical location and how its resources are distributed. However, for any reader, regardless of their experience and understanding of Hartford Hospital, it is important to understand how the resources at the hospital are affected by emergency department overcrowding. Therefore, an interpretivist methodology will be utilized to get a common ground to share views of both the patient and hospital staff to try to understand their response to the specific stressor. Also, the interpretivist approach recognized that different understanding is formed according to the different views of the world and it’s important to recognize this alternative perception and try to understand it. Through observations, it allows the researchers to understand the reasoning behind patient’s action and a patient’s behavior, and it would be easiest to interpret through a concern we can see directly and this would allow a better understanding about those relate to the main focus of the essay. A questionnaire will be provided for explanation of their behavior and the reason for it; emergency department overcrowding can negatively affect the physical and psychological well-being of both the patient and the staff.
1.1 Overview of the national healthcare issue/stressor
The healthcare industry is constantly evolving in order to meet the growing demands of a diverse population. One of the most significant changes that health care organizations have experienced in recent years is the shift from a pay-for-service model to a value-based care approach. This change, prompted by the passing of the Affordable Care Act, has resulted in a new set of criteria which health care organizations and providers must meet in order to receive maximum funding for their services. Value-based care, which pays providers and health care organizations based on how successful they are at improving a patient’s health, has created an environment where data sharing and health information technology have exploded in use. This change rewards prevention, care coordination and patient engagement, which ultimately helps drive down costs compared to the traditional fee-for-service model. However, the requirement to provide and use electronic health records of relevant and current health information has been almost overwhelming for clinicians to keep up with. This is due to the amount of time it takes to not only input the data into a patient’s file but also to retrieve and review the aggregate data. Also, transitions in care or transitions in the clinician’s work shift proves to be challenging when attempting to maintain efficient work flow with the use of electronic health records. These difficulties have placed a significant amount of stress on health care providers and created shortages in staffing, as the demands of new technology have not been matched with the appropriate support in the form of training, technical assistance, or policy consideration. This stress has a direct impact on the safety, effectiveness, patient-centeredness, timeliness, and efficiency that the Institute of Medicine has recognized as critical in providing quality care. As a result, the national healthcare issue that this analysis will focus on is the epidemic of the shortage of health care providers in rural areas. This problem is only further compounded by physical isolation and lower socioeconomic status that tend to be prevalent in rural populations. With so many moving parts and evolving criteria in a complex health care system, organizations must adapt and support strategic and innovative leaders who can help navigate constant changes, both known and unknown.
1.2 Impact of the issue/stressor on the organization
The next part of the essay is dedicated to the impact of the given healthcare issue on the organization. Impact is defined as the influence or effect that a healthcare issue has on an organization. In the current day, healthcare organizations are working in a very complex and dynamic environment. They are constantly taking measures to cope with ever-evolving issues in the environment. According to McLean et al. (2016), studies have shown that leaders in healthcare organizations have taken a view that it is not enough to be only reacting to problems that have occurred but that organizations must be positioned to avoid and manage the risk posed by strain and disruption. As per McCaughey (2016), leaders and managers in healthcare organizations have acknowledged the development of resilient strategies to ensure that the everyday pressures and demands which are faced in the working environment can be managed effectively. He identified that senior managers and boards want to be reassured that in operations, the services are delivered safely and reliably at all times. There are two types of impact on the healthcare organization, and they are external and internal impacts. In the next part of this essay, I am going to summarize and add this. The current healthcare issue impacts every single employee of the organization, and it impacts healthcare employees from different angles. Executives are more worried about their financial performance and how they will report to stakeholders, but on the other side, clinicians are worried about their daily tasks and operational resources. The study, which evaluated the major leadership activities in healthcare, says that healthcare executives in not-for-profit organizations have a significant positive relationship between administrative efficiency, diversification, and budget oversight as measures of financial performance. However, on the other side, medical professional leaders have been identified as public policy mentors, professional policy advocates, community stewards, and help to develop organized socio-medical knowledge.
